Spring, Texas – April 12, 2019: Here is your weekly police blotter for Harris County Precinct 4 Constable Mark Herman’s office. We look into underreported crimes that have occurred within the last week.
Suspect Arrested & Charged for Theft
Constable Deputies detained and arrested a suspect that was involved in a disturbance complaint on Monday. A complainant reported that his car keys and phone were stolen from the 20400 block of Foxwood Forest Boulevard. Deputies quickly detained and identified the suspect as Christopher McDonald who was in possession of the stolen car keys and phone. He was arrested and booked at the Harris County Jail and charged with theft.
Constable Mark Herman’s office stopped an intoxicated driver during a traffic stop in the 22400 block of SH249. The driver was identified as David Santos Jr. and displayed several signs of intoxication. He was unable to pass the Standardized Field Sobriety Tests and further investigation found that he had been convicted twice for driving while intoxicated in Texas and in two other states. The driver was arrested and charged with Driving While Intoxicated-3rd Offense.
Major Vehicle Crash
Last Sunday, deputies responded to a crash at the 19200 block of Kuykendahl Road where the driver at fault, identified as Jose Olivares Jr., showed signs of intoxication. Olivares Jr. was found to be driving while intoxicated and his record showed that this was a second offense. He was arrested and booked with Driving While Intoxicated.
Stolen Vehicle Pursuit
On April 6, a traffic stop initiated by Constable Mark Herman’s Office in the 13800 block of East Cypress Forest Drive resulted in a police vehicle chase. The driver refused to stop and crashed the vehicle on Jones Road. The driver then attempted to flee the scene but was detained and identified as Samantha Siemens. Officer investigation found that the vehicle was stolen and a handgun was found in her purse as well as a male suspects identification. The male suspect was identified as Krysopher Ruesch and he is currently wanted for Evading Arrest and Unauthorized Use of a Motor Vehicle.

Traffic Stop Leads To Foot Pursuit
On April 5, deputies initiated a traffic stop on a vehicle in the 20100 block of Holzwarth Road. The driver stopped the car but fled the scene on foot as the deputy stepped out of his vehicle. The driver was apprehended after a short pursuit on foot and was identified as Deneco Foster. He was arrested, booked, and charged for Evading Arrest at the Harris County Jail.
Capital Murder Solicitation
Investigators received reports about an aggravated kidnapping and robbery that occurred in the 16200 block of York Minster driver on February 28, 2019. The suspect in the case, identified as Robert Letourneau, had warrants out for his arrest and was arrested and booked into Harris County Jail on March 8, 2019. While incarcerated, Letourneau implored inmates to kill the complainant in his case so that she could not testify against him. Investigators were tipped off to the solicitation and were able to stop the murder from happening.
The Harris County District Attorney’s Office has accepted the charge of Solicitation of Capital Murder on behalf of Letourneau. He remains incarcerated in Harris County Jail.
A traffic stop on a vehicle on April 4, 2019, in the 2200 block of FM 1960 revealed a driver attempting to hide contraband. A narcotics detection canine located 4.45 grams of crystal methamphetamine inside of the vehicle. The canine also discovered the driver’s attempt to conceal methamphetamine inside of a drink in the cup holder of the vehicle.
The driver was identified as William McDermott and was arrested and charged with Possession of a Controlled Substance.

Stealing From Bank Account
On April 4, 2019, deputies responded to a complaint in the 21000 block of Kuykendahl Road about a male attempting to withdraw funds from a bank account that did not belong to him. The suspect fled when deputies arrived, however, after a brief pursuit the suspect was apprehended. The suspect was identified as Kevin Dennis. He was arrested and charged with Fraudulent Use of Identification.
