Spring, Texas – September 18th, 2015: On 9/16/15 Investigators with the Harris County Precinct 4 Constable Mark Herman’s Office with the assistance of the Harris County Pct. 1 Constables Office, conducted a compliance inspection at a business located in the 19600 block of Kuykendahl Road known as Q Massage.

Undercover Constable Officers entered the business and were offered massage services for a fee. The business location was found to not be a licensed massage establishment through the Texas Department of State Health Services.  The business was offering massage services and had no license; therefore the business was deemed to be a massage parlor which is prohibited in Harris County.

The defendants violated the Harris County Sexually-Oriented Business Ordinance, by failing to obtain a Sexually-Oriented Business Permit.  Two adult females were charged and arrested with 2 violations each “No Sexually Oriented Business License” and “Requesting Nudity at a Sexually Oriented Business.”

“We will not tolerate these establishments to openly violate state laws in our communities . Constable Deputies will continue to monitor and regulate these businesses”. Constable Mark Herman 

Both suspects were arrested and booked into the Harris County jail.

All persons are considered innocent until proven guilty in a court of law.
